When NHTSA receives multiple complaints involving a similar safety concern, the agency may begin an investigation. If the investigation determines that a safety defect affects a group of vehicles, NHTSA may require a recall and remedy campaign. NHTSA, however, does not resolve individual disputes or service concerns between an owner, a Toyota dealer, and Toyota Motor Sales, U.S.A., Inc.
